The data is a list of integers representing Text Element Indexes.
Refer to the FlmTextElement entry for more specifics about them. The value of their corresponding Text Elements for extras are named "023_x_A" which relates to a flm file, without the .flm extension. They have the telltale "_x_" in them denoting an Extra. Their actual scene format is slightly different from standard .flm files, they have no Set reference and no camera definitions.

This section's number of elements is determined by the Extra Count in the Main Header. If the count is zero, there is no data in this section.
